Has a full understanding of the unique stresses of military families. Participates in all phases of staff support for the client; liaison with state and local welfare agencies, procurement of benefits for qualified employees, admission to hospitals and clinics, and home visits where conditions may be verified as to the employees home environment. Participates in court actions relative to the welfare of the client.

Assists the EAP staff with the collection of client data and the preparation of weekly, monthly, and annual reports relative to program assessment and evaluation; is able to develop statistical models used in the evaluation process to identify significant trends and program direction.

Counselors will maintain certification as addictions counselors with the Illinois Addiction Counselor Certification Board IACCB or whatever agency so designated to be the addictions counselor certifying authority for the State of Illinois. Knowledge of the organizational structure and missions of the commands and AC installations to adapt program requirements to meet the needs of the USARC.

Skilled in intervention and assessment methods and techniques to better understand counseling services and making educational materials and assessment services to the Rock Island Arsenal. Knowledge of methods, procedures, and requirements to administer a prevention and education training program. Ability to work with Federal and non-Federal professional and administrative personnel and coordinate program requirements and resources as well as to assist MSC ADCOs and managers in referring individuals for treatment and rehabilitation.

Ability to monitor and evaluate program performance and provide recommendations for program improvement. Knowledge of analytical and evaluation methods, an understanding of how regulatory or enforcement programs are administered to select appropriate evaluation and measurement techniques to determine the extent of compliance with directives and regulations.

Provides broad policy and program guidance and sets goals, objectives, performance factors and standards. Work is reviewed for overall program effectiveness. The incumbent must consider the above factors in developing the local program; in analyzing alcohol and drug abuse trends; in advising commanders, supervisors, and other staff personnel on program matters; in determining education and training needs; and in surveying federal, state, and local agency programs and facilities as potential treatment and rehabilitation referral resources.
